Martek Global Services, Inc. (“Martek”) is working a proposal with the Drug Enforcement Agency enterprise budget and investment management support services.  We are currently looking for a Solutions Architect with the required specialized training and experience outlined below. 

Responsibilities & Duties
The Solutions Architect establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Decision-making and domain knowledge may have a critical impact on overall project
implementation. The Solutions Architect will be responsible for Budget and investment management, including but not limited to portfolio management, investment management, capital planning, change management, program management, budget formulation, budget execution, financial management, and performance management tasks.

  • Understanding business requirements and translating them into technical solutions.
  • Experience designing the structure, components, and interfaces of a system.
  • Ensuring the solution meets functional and non-functional requirements (e.g., performance, security, scalability).
  • Experience working with various stakeholders (business, development, operations).
  • Experience in directing and controlling activities for an organization, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.
  • Experience in transforming the needs, obstacles, and visions of stakeholders into viable solutions.
  • Experience in producing measurable results cultivated by industry evolution, academic improvements, and government modernization efforts.
  • Experience utilizing innovation design concepts, rapid design model(s), iterative design thinking, Lean Agile and SAFe Extreme Prototyping methods.
  • Experience with interactions involving negotiations and interfacing with senior management.
  • Experience in applying in an operational environment the principles of the nine primary knowledge areas and the five process groups defined by the Project Management Body of Knowledge.
  • Experience in Organizational Development analysis to support As-is and To-be models with
    recommendations to improve the organization’s efficiencies and effectiveness in full utilization of resources and delivering quality products to the customer.
  • Experience in implementation of concepts, systems, methods, and business rules for achieving data quality assurance; data completeness, availability, timelines, accuracy, and referential integrity; and data integration.
  • Experience in IT Portfolio Management methodologies and processes, tools, strategic planning, trend analysis, organizational reporting and presentations, and identification of performance indicators for the purpose of performance measurements.
  • Experience with the Capital Planning and Investment Control (CPIC) process and other IT investment processes and requirements.
  • Experience assessing, interpreting, and providing guidance regarding Office of Management and Budget (OMB), Department of Justice (DOJ), and other office budget and reporting directives and instructions.
  • Excellent written and verbal communication skills, including experience in writing materials relevant to organization, project and task goals and presenting material to senior Government officials and proficiency in the use of Microsoft Office applications.
  • Demonstrated experience in conducting business and technical analysis by facilitating working group sessions and engaging working group members in order to understand and document customer stakeholder functional and technical needs.
  • Experienced in the Federal budget life cycle and investment portfolio management best practices, solutions, associated tools, business process analysis and re-engineering methodologies and processes.
  • Demonstrated experience in automating workflows, data management, and reporting in using an ESM tool, i.e. ServiceNow IT Service Management (ITSM), IT Financial Management (ITFM), and IT Business Management (ITBM) modules.
  • Thorough knowledge of portfolio and investment management relating to the Information Technology Investment Management (ITIM) reporting requirements.
  • Thorough knowledge of organizational development methodologies.
  • Experience facilitating work sessions, mentoring program analysts, managers or other staff, and conducting training sessions.
  • Experience developing or revising procedures, templates and other related documentation as a result of research, interviews, and work sessions.
  • Experience in articulating functional and technical needs to provide support with the liaison between functional stakeholders and the engineering/development teams.
  • Demonstrated experience in assessing customer current business processes and functions and make recommendations for improved functional services.
  • Thorough knowledge of conducting compliance and service audits and preparing audit findings reports and corrective action plans.
  • Implements all requirement solutions as described and agreed upon with the government.
  • Provides ongoing requirements gathering with Client, as needed.
  • Demonstrable knowledge or experience of the TBM framework and taxonomy.

Job Qualifications:

Educational Requirements

A bachelor’s degree in business administration, Computer or Information Systems, Computer Science, or related
field.

Experience Requirements

10+ years’ experience in IT architecture, Federal budgeting and investment management. At least 3 years of experience with ServiceNow, which should include budget and business analysis, and investment management.

Additional Skills Preferred, not Required:

  • Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA)
