Position Summary
Martek Global Services is seeking an experienced Site Supervisor to support our long-term contract with the Federal Aviation Administration (FAA). This position serves as a functional team lead and provides supervisory oversight of contractor personnel supporting FAA Real Estate and Capitalization functions.

The Site Supervisor is responsible for managing team workloads, task assignments, employee performance, billable hours, contract reporting, and day-to-day operational requirements. This role works closely with FAA customers, program leadership, Prime and Subcontractor partners to resolve issues, maintain contract compliance, improve processes, and ensure the timely and accurate delivery of real estate and capitalization support services.

Responsibilities
  • Provide supervisory leadership and task management for contractor personnel supporting FAA Real Estate and Capitalization functions.
  • Manage and monitor real estate lease and real property support activities, including lease renewals, Memoranda of Agreement (MOAs), utilities, surveys, and appraisals.
  • Assign, prioritize, and monitor workloads and task assignments in FRAMES to ensure balanced resource utilization and timely completion.
  • Monitor employee performance, task progress, deliverables, and deadlines to ensure FAA requirements and customer priorities are met.
  • Identify workload gaps, operational issues, and resource constraints and coordinate appropriate corrective actions with employees, management, and FAA stakeholders.
  • Serve as a primary point of contact for FAA management and customers to resolve issues, coordinate requirements, and maintain progress.
  • Manage, review, and approve billable hours, ensuring individual task hours remain within authorized contract allotments.
  • Reconcile timekeeping and billing discrepancies and support accurate monthly and year-end contract invoices.
  • Prepare and submit required monthly reports, including time, workload, assignment, site activity, and program status reporting.
  • Communicate significant site issues, events, workload concerns, and contract performance matters to the Program Manager.
  • Resolve site and operational issues and support the interpretation and implementation of task-level requirements within the FAA Statement of Work (SOW).
  • Lead quality assurance, Standard Operating Procedure (SOP) development, process standardization, workflow improvements, and contract performance initiatives to improve accuracy and efficiency.
  • Support FAA business objectives through post-award lease triage, customer support, district alignment, and real property process improvements.
  • Lead onsite interviews, onboarding, and staffing coordination with Prime and Subcontractor organizations, ensuring personnel meet applicable FAA MOA and SOW requirements.
  • Support contract transitions, organizational changes, and implementation of contract management systems while maintaining continuity, compliance, and effective execution of FAA requirements.
Qualifications
Required
  • Bachelor’s degree from an accredited institution with a major in any field that included, or was supplemented by, at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Minimum of five (5) years of relevant professional experience with a bachelor’s degree, or a master’s degree with a minimum of three (3) years of relevant professional experience.
  • Minimum of two (2) years of experience supervising or leading teams and/or projects.
  • Demonstrated ability to manage workloads, competing priorities, deadlines, and operational requirements.
  • Strong leadership, organizational, analytical, problem-solving, and communication skills.
Preferred
  • Demonstrated leadership and management experience.
  • Experience supporting Federal real estate, lease administration, real property, or capitalization activities.
  • Experience supporting the FAA or another Federal agency.
  • Experience managing contract labor, billable hours, invoicing, reporting, and task-level resource allocations.
  • Experience with FRAMES or similar Federal real estate/contract management systems.
  • Ability to read, interpret, and appropriately apply Federal acquisition policies, regulations, and directives to contract deliverables.
  • Strong written and verbal communication skills with the ability to effectively present to customers both virtually and in person.
  • Ability to independently navigate challenging situations and develop professional, practical resolutions with minimal guidance or oversight.
