Program Manager/Senior Contract Specialist - Remote within the US

Remote - Full Time

Martek Global Services is seeking qualified candidates for an anticipated Program Manager/Senior Contract Specialist opportunity supporting the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS).  This position is contingent upon contract award.

Position Overview
The Program Manager / Senior Contract Specialist is responsible for leading acquisition support services while managing day-to-day contract operations and contractor personnel. This role oversees complex cradle-to-grave federal acquisitions, ensures compliance with federal acquisition regulations, and provides strategic guidance to support the CDC's mission. Experience with using Integrated Contract Expert (ICE) is highly desirable.

This is a remote position. Candidates must reside within the United States, and occasional travel may be required to support customer meetings, program activities, training, or other business needs. Position Details

Work Location: Remote (U.S.) – travel for badging and fingerprints will be required
Salary Range: $90,000 - $105,000

Responsibilities
  • Serve as the Program Manager and primary point of contact for the Government, ensuring successful contract performance and customer satisfaction.
  • Lead, supervise, and support contractor personnel, including staffing, work assignments, performance management, and day-to-day operations.
  • Manage cradle-to-grave federal acquisition activities for a wide range of procurement actions.
  • Conduct acquisition planning, market research, and procurement strategy development.
  • Prepare, review, and maintain acquisition documentation, including acquisition plans, solicitations, determinations and findings, award documents, contract modifications, and related procurement documentation.
  • Support proposal evaluations, negotiations, source selections, contract awards, and post-award administration activities.
  • Maintain complete electronic contract files and prepare required reports, metrics, and status updates.
  • Lead customer meetings and provide regular communication regarding contract performance and acquisition activities.
  • Ensure compliance with the Federal Acquisition Regulation (FAR), HHSAR, agency policies, and acquisition best practices.
  • Perform other duties as assigned in support of program objectives.
     
Qualifications
Required
  • Bachelor's degree
  • Minimum seven (7) years of experience in program management, federal contracting, acquisition planning, or a combination of these disciplines
  • Current or previous FAC-C certification (or civilian equivalent) maintained for a minimum of five (5) years
  • Demonstrated experience managing cradle-to-grave federal acquisitions
  • Strong knowledge of the Federal Acquisition Regulation (FAR), acquisition planning, contract administration, source selection, market research, and contract modifications
  • Excellent written, verbal, organizational, and interpersonal communication skills

Preferred
  • Experience using Integrated Contract Expert (ICE) – high desirable
  • Experience supporting the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), or other civilian federal agencies
  • Experience supervising acquisition professionals
  • Experience using electronic contract writing systems
  • Ability to manage multiple concurrent acquisition actions in a fast-paced environment
